In this Act, unless the subject or context otherwise requires,—
(a) "public document" means the following documents:-
(1) Act,
(2) Ordinance,
(3) Rules made by the Government of Nepal,
(4) Rules made by the constitutional body,
(5) Orders issued by the Government of Nepal, (5A) Rules made by the Provincial Government, orders or authorizations issued by the Government or decision of the Provincial Government, Council of Ministers, (5B) made by the local level Laws, rules and orders issued (6) Resolutions passed by the Constituent Assembly, Legislature-Parliament or the Federal Parliament, (6a) Resolutions passed by the Provincial Assembly, Municipal Assembly or Village Assembly (7) Power issued by the Government of Nepal ,
(8) Government of Nepal, Decision of the Council of Ministers,
(9) Appointment letter of the post to be appointed according to the constitution (10) Appointment, transfer and leave letter given by Nepal government according to prevailing law,
(11) Other documents to be authenticated according to prevailing laws,

(11a) Appointment, transfer or leave letter given by the state government according to prevailing laws,

(12) Other documents as prescribed.< br> (b) "Certified copy" means a true copy signed by an officer certifying a public document.
(c) "Secretary" means the Secretary of the Government of Nepal and the term also refers to any other official of the Government of Nepal under the gazetted special category.
(d) "Prescribed" or "as prescribed" means prescribed or prescribed in the rules made under this Act.
