Unless the subject or context requires otherwise, in these regulations,-

(a) “Ministry” means the Ministry of the Government of Nepal and that term includes the Prime Minister and the Council of Ministers. (b) "Minister" means the Prime Minister, the Deputy Prime Minister and the Minister and the term also refers to the Minister of State who holds the charge of the Ministry independently.
