In these Regulations, unless the subject or the context otherwise requires, –
(a) "Act" means the National Debt Act, 2059.
(b) "Department" means the National Debt Management Department of the Bank (c) "Main part of the debenture" means the name of the debenture, the serial number of the debenture, the value mentioned in the debenture, the interest percentage of the debenture, the interest payment number, the signature of the owner, the signature and seal of the officer attesting the debenture, the debenture, the name of the owner to whom the payment is made or to be paid. A deed or any part thereof shall mean a deed or any part of it which is written or named.
(d) "Committee" means the open market operation committee formed in accordance with sub-rule (1) of rule 17.

(e) "signature of the owner" means a government office or an organized organization in case of ownership of such office or The signature of the authorized officer of the organized organization and the seal of such office or organization should also be mentioned.
