(1) The Council shall be a self-governing and organized body with inalienable succession.
(2) The Council shall have a separate seal for all its proceedings.
(3) The Council may acquire, enjoy, sell or otherwise dispose of movable and immovable property as well as persons.
(4) The council may file a complaint in its own name as well as a person and may also file a complaint against the council in the same name.
