11.1 According to the instructions of the chairman or the person presiding over the meeting of the council, the member-secretary of the council will call the meeting of the council by specifying the date, time and place. 11.2 The meeting of the Council will be presided over by the Chairman and in his absence, the members present in the meeting will preside over the meeting from among themselves. 11.2A. Notwithstanding anything written in sub-section 11.2, the chairman shall preside over the meeting of the council where the annual program, budget and quarterly progress review of the council are discussed. 11.3 When notifying the meeting, a reasonable time must be given as necessary. 11.4 Council meetings shall normally be held twice a year. But if instructed by the president, he can stay any number of times. 11.5 The member-secretary will keep the decision book of the meeting. 11.6 Other necessary procedures related to the meeting will be as determined by the council itself.
