: Since it is desirable to make provisions related to Pashupati Area Development Fund for the protection, maintenance and development of Sri Pashupatinath area and to maintain the morality and convenience of the common people, this Act has been made with the advice and consent of the National Panchayat from Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
