4. Curriculum, textbooks and learning materials will be decentralized in the context of localizing the process of creation and distribution. Organizations will coordinate and collaborate with non-formal education centers to create, produce and distribute literacy and non-formal education courses, textbooks and learning materials at the primary level. ♦ The quality of content of adult, women, child education and alternative school programs will be as determined by the non-formal education center. ♦ The standards of open school curriculum, textbooks and teaching materials will be as prescribed. ♦ The Open University will determine quality for its campuses. ♦ Materials made for non-formal education programs should be considered appropriate when analyzed from gender, caste, caste and language perspective.
