(1) If only one letter of intent is received during the call for letters of intent in accordance with Rule 7, or if at least two proponents who submit letters of intent cannot be selected during evaluation according to rule 8, the authority shall call for letters of intent again.
(2) When calling for letters of intent as per sub-rule (1), the letter of intent of the proposer selected as per rule 8 shall be retained if he wishes. Knowledge.
