Rule 103
What must be disclosed in the petition for review
(1) In accordance with section 49 of the Act, the bidder or proposer who wishes to submit an application for review must have signed the following in the application:--
(a) Applicant's name, address, telephone number, fax number and email address,
(b) If an application is made on behalf of an organized organization, a document granting authority to make such an application,
(c) Brief Description of Procurement Proceedings,
(d) If the purchase agreement has been concluded, the date of such agreement and the receiving supplier, builder, consultant or service provider,
(e) the factual and legal basis on which the petitioner obtained the purchase agreement,
(f) the factual and legal basis on which the acquirer of the purchase agreement should not obtain such an agreement,
(g) If any special measures are to be taken by the Review Committee to protect the applicant's proprietary, commercial and other confidential information, such special measures, and
(h) actual loss or damage suffered or likely to be suffered by the petitioner by reason of non-availability of contract.
(2) With the application under sub-rule (1), the applicant must attach a copy of the document confirming the claim made by him. If such a document is of such a nature that he cannot have it with him, he can request the review committee to get such a document from the relevant public body.
(3) If the applicant wishes to have a hearing before the review committee regarding the matter mentioned in the application under sub-rule (1), the reason and basis for the same shall be disclosed in such application.
