(1) From the government of a foreign state or from a person or organization authorized by such government, matters related to such law or decision mentioned in a book published in relation to the law or court decision of that state can be taken as evidence.
(2) Matters mentioned in a published book or article written by a person known as a scholar of that subject can be taken as evidence.
