Rule 5
<br> required prior approval
A person who wants to operate a casino should submit an application to the Ministry for prior approval before establishing a company in accordance with Rule 4 by attaching the following documents:-
(a) Financial and technical proposal of the format as per schedule-1,
(b) Written consent given by the owner of at least a five-star hotel or similar deluxe resort to operate a casino on his premises, but in the case of games played only through modern machines or equipment, written consent of the owner of at least a four-star hotel,
(c) Proposed articles of association and regulations of the company.
(2) The Ministry will form a committee consisting of relevant experts to examine the documents attached to the application received under sub-rule (1) and to conduct an on-site inspection of the proposed casino site.
(3) The committee according to sub-rule (2) shall examine the documents attached to the application and submit a report with its opinion to the ministry including on-site inspection of the proposed casino.
(4) Upon examining the report received from the committee in accordance with sub-rule (3), if it is deemed appropriate to give prior approval to the petitioner regarding the operation of the casino, the ministry shall specify the necessary conditions and give prior approval within twenty one days from the date of receipt of the report.
(5) If it is found that prior approval for the operation of the casino cannot be given after examining the report according to sub-rule (4), the Ministry shall inform the petitioner within fifteen days.
