(1) Internal competitive as per rule 19………………. In the case of promotion by examination, the promotion will be based on the recommendation from among the candidates who are successful in the examination conducted by the commission.
(2) While taking the examination as per sub-rule (1), special emphasis will be placed on testing theoretical knowledge as well as practical knowledge to check the suitability for the vacant post.
