(1) Any person who wishes to obtain a certificate must submit an application to the certifying body in the prescribed format with the prescribed fees and details attached.
(2) If an application under sub-section (1) is received, the certifying body shall complete the prescribed procedure and decide whether or not to issue a certificate to the applicant within one month of receiving the application.
(3) If the certifying body decides to issue a certificate in accordance with sub-section (2), within seven days it shall issue a certificate containing the prescribed details in the prescribed format along with its signature, and if it decides not to issue a certificate, it shall notify the applicant within seven days with the reason thereof.
