(1) In case the council decides to remove the name from the registration book in accordance with section 18, the registrar shall remove the name of such person from the registration book, cancel the name registration certificate given in accordance with section 16 and inform the concerned person about the same.
(2) Before canceling the name registration certificate in accordance with sub-section (1), the concerned person shall be given an opportunity to present his justification.
