If someone needs to get a document certified by the Ministry of Foreign Affairs of the Government of Nepal or a foreign mission, the reason for the need for certification should be submitted to that ministry or foreign mission, along with the document that needs to be certified.
(2) After receiving the application according to sub-rule (1), if it is deemed that the verification should be understood and verified, the official of Nepal Government up to the rank of Gazetted Officer should state that the verification has been done for this purpose and affix the seal of his office.
