(1) There shall be a Chief Executive Officer who shall work full time as the Executive Head of the Authority.
(2) The Government of Nepal shall appoint the Chief Executive Officer from among the individuals who have at least a master's degree in administration, management, economics, engineering or development planning from a university recognized by the Government of Nepal and have gained at least fifteen years of experience in the related field.
(3) The term of office of the Chief Executive Officer shall be five years from the date of appointment. The Government of Nepal may extend the term of office of the Chief Executive Officer for a maximum of one year as per the requirement.
(4) Notwithstanding anything written in sub-section (3), if the work of the Chief Executive Officer is not satisfactory, the Government of Nepal may remove him from office at any time. But before removing him from the position, he should be given an opportunity to submit an explanation.
(5) If the position of Chief Executive Officer becomes vacant for any reason, the Government of Nepal shall appoint another person for the remaining period from among the persons who meet the qualifications as per sub-section (2).
(6) The remuneration, other conditions of service and facilities of the Chief Executive Officer shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
