Rule 3
Appointment, Duties and Powers of Chief Identity Card Distribution Officer
: (1) The Commission shall appoint or appoint a Chief Identity Card Distribution Officer at the central level to carry out tasks related to voter ID card management and distribution in accordance with the Act and this regulation. can But when appointing or appointing any official of the Government of Nepal, it shall be appointed with the consent of the Government of Nepal.
(2) The duties and powers of the Chief Identity Card Distribution Officer shall be as follows:-
(a) To do all the work related to voter ID card management, preparation and distribution.
(b) Formulate the budget needed to prepare the voter ID card and submit it to the Government of Nepal and spend the released budget amount.
(c) To arrange the necessary staff for the management, preparation and distribution of voter ID cards.
(d) To inspect, control and monitor the work to be done by the District Registration Management Officer and other employees in accordance with the Act and this regulation.
(e) Provide training and guidance as needed in relation to the work duties to be performed by the Chief Identity Card Distribution Officer and other employees in accordance with the Act and Rules.
(f) If there are any problems in preparing and distributing voter ID cards, solving them.
(G) If the chief ID card distribution officer and other employees involved in voter ID card distribution work do not work as mentioned in the Act and this regulation or if they work negligently, they will be subject to departmental action according to the prevailing law.
(h) To do all the work necessary to implement this regulation.
(i) To make arrangements for widespread publicity in connection with the preparation and distribution of voter ID card.
(j) To do other work specified by the Commission.
