Section 84
Provisions relating to Chief Administrative Officer
(1) There will be a chief administrative officer to act as the administrative head of the rural municipality and municipality (2) The duties, duties and powers of the Chief Administrative Officer shall be as follows until the duties, duties and powers of the Chief Administrative Officer are determined by local law:-
(a) To act as Secretary to the Assembly and the Executive,
(B) To implement and make decisions of the assembly and the executive (c) Formulating, implementing and monitoring and evaluating the annual program and budget under the direction of the chairman or chief, (d) To keep correct accounts and records of funds and financial transactions, to keep them, to audit them and to make unwarranted disbursements, (e) To prepare a report for the modification of the projects and submit it to the meeting of the executive,
(f) Protecting, maintaining and updating the movable property of the rural municipality or municipality (G) To call a meeting of the executive and the assembly under the direction of the chairman or the head and to carry out the necessary work related to the meeting,
(h) To certify the decisions of the Executive and to preserve the records of the decisions of the Assembly and the Executive,
(i) Protecting the memorandum and decisions of the judicial committee (j) Administrative and financial control of rural municipality or municipality (k) Prepare a public procurement plan and carry out procurement-related work (l) To carry out other tasks specified by the assembly or the executive.
(3) The appointment of the chief administrative officer shall be in accordance with the law.
(4) Until the Chief Administrative Officer is appointed in accordance with sub-section (3), the Government of Nepal shall assign any authorized employee of the civil service to act as the Chief Administrative Officer.
(5) The chief administrative officer may delegate some of the powers to his subordinates as needed.
