(1) For the purpose of Section 18 of the Act, a central level laboratory shall be established in the department to conduct examinations and tests related to control of air, water, ground, light or sound pollution.
(2) According to sub-rule (1). According to sub-section (1) of Section 18 of the Laboratory Act, the designated laboratory shall give priority to the items requested to be tested by the department or other agencies in relation to environmental protection and pollution control.
(3) If it is found that there is an adverse effect on the environment due to the spread of a particular type of pollution, within the period specified by the department, the laboratory specified under sub-rule (1) or the laboratory specified under sub-section (1) of section 18 of the Act shall investigate and submit a report to the department regarding such pollution.
(4) In the event that there is no facility for testing in Nepal regarding any pollution, after taking the permission of the Ministry, the department may arrange for testing of such pollution from a laboratory located abroad.
