Rule 11
<br> who can approve the implementation of the proposal
If a proposal is received in accordance with Rule 10, the relevant body shall examine the report attached to the proposal and if it is not found that such proposal will have a significant adverse effect on the environment, it shall give its approval within 21 days from the date of receipt of the proposal in relation to the proposal for which only preliminary environmental testing has been done and Ten copies of your opinion and report should be attached to the proposal that requires environmental impact assessment and sent to the ministry within thirty days of receiving the proposal.
(2) If a proposal is received in accordance with sub-rule (1), the Ministry will publish a public notice in a daily newspaper of the national level and give thirty days time to the general public to download or study the report in order to suggest an opinion regarding the report received with the proposal.< br> (2A) Notwithstanding anything written in sub-rule (2), the Ministry shall publish a notice in one of the daily newspapers of the national level within fifteen days for the general public to suggest their opinion regarding the supplementary environmental impact assessment report.
(3) According to sub-rule (2), if any public person or organization has any opinion suggestions regarding the report, the related person or organization should be able to send their opinion suggestion to the Ministry within thirty days from the date of first publication of the report.
(4) If an opinion suggestion is received in accordance with sub-rule (3), and if a committee has been formed in accordance with subsection (4) of section 6 of the Act, if such proposal does not appear to have a significant adverse effect on the environment, the ministry Will give approval to implement the proposal.
(5) When giving approval according to sub-rule (4), it should be given within sixty days from the date of receipt of the proposal before the Ministry.
(6) If the approval cannot be given within the time limit as per sub-rule (5) due to special reasons, the Ministry will give approval to implement the proposal within thirty days from the date of expiry of the said time.
(2) If a proposal is received in accordance with sub-rule (1), the Ministry will publish a public notice in a daily newspaper of the national level and give thirty days time to the general public to download or study the report in order to suggest an opinion regarding the report received with the proposal.< br> (2A) Notwithstanding anything written in sub-rule (2), the Ministry shall publish a notice in one of the daily newspapers of the national level within fifteen days for the general public to suggest their opinion regarding the supplementary environmental impact assessment report.
(3) According to sub-rule (2), if any public person or organization has any opinion suggestions regarding the report, the related person or organization should be able to send their opinion suggestion to the Ministry within thirty days from the date of first publication of the report.
(4) If an opinion suggestion is received in accordance with sub-rule (3), and if a committee has been formed in accordance with subsection (4) of section 6 of the Act, if such proposal does not appear to have a significant adverse effect on the environment, the ministry Will give approval to implement the proposal.
(5) When giving approval according to sub-rule (4), it should be given within sixty days from the date of receipt of the proposal before the Ministry.
