Rule 145
How to open an offer

(1) In accordance with Section 32 of the Procurement Act, when the local body opens the proposal, it shall be opened in the name of the proposer or his representative. But the opening of the proposal will not be hindered because the proposer or his representative is not present.
(2) Before opening the proposal in accordance with sub-rule (1), the local body shall separate the envelopes of proposals received before the deadline and the envelopes of duly registered proposals and return the proposals received before the deadline to the respective proposers. The matter, date and time of such return should be disclosed in the report of the purchase action.
(3) After returning the proposal according to sub-rule (2), the local body shall open the outer envelope of the duly registered proposal and then open the envelope of the technical proposal contained in the envelope and read the following and prepare the deposit:-
(a) Name and address of the offeror,
(b) whether the proposal is signed by the proposer,
(c) whether or not the offeror or his representative has signed any corrections or corrections in the documents relating to the offer,
(d) Other necessary things considered appropriate by the public body.
(4) The promissory note as per sub-rule (3) shall be signed by the present proposer or his representative. (5) The technical proposal opened as per sub-rule (3) should be sent to the evaluation committee as soon as possible.
