Rule 74
Proposal selection method

(1) The public body may select the quality method while purchasing consulting services for the following works:-- (a) Economic and sectoral study of the country, multi-sectoral (multi-sectoral) feasibility study, design of hazardous waste management and layering mechanism, urban master The work expected from the consultant, such as plan design, financial sector reform, is of a nature that cannot be clearly ascertained, and the public body expects an inventive proposal from the consultant,
(b) Feasibility studies of large dams or major infrastructure construction or structural engineering design, policy studies of national importance, management studies of large government agencies, etc., work that requires high efficiency and has serious and far-reaching effects in the future,
(c) Services such as management consulting, sectoral and policy studies, the price of which depends on the quality of the work, or which can be done in fundamentally different ways for individuals and organizations, and the cost of competitive proposals cannot be compared.
(2) According to sub-rule (1), the approval of the head of the department should be taken to choose the quality method.
(3) Low cost method may be chosen for well-practiced, routine and low cost work such as audit, general engineering design and purchasing agent.
