Rule 71
Asking offer
(1) After preparing the short list according to Rule 70, the public body shall send the documents related to the proposal to the bidders included in the list, by post, courier or person or through electronic means of communication, at least fifteen days or more for the purchase with estimated cost up to twenty lakh rupees. At least thirty days time for purchase should be requested from them. No fee will be charged for the documents related to the proposal sent in that way.
(2) In addition to the things mentioned in Section 31 of the Act, the public body shall mention the following things in the document related to the proposal:-
(a) Proposal Demand Letter,
(b) The key manpower proposed by the proposer must have certified that their recent personal details are true and complete,
(c) That financial bids be opened only after evaluation of technical bids,
(d) Pass marks to be obtained by the proposer in the technical proposal,
(e) Whether or not the proposer can propose their separate work plan and manpower for the related work (f) whether the offeror may or may not comment on the scope condition, and
(g) Sources of funds necessary to carry out the proposed work.
(3) The public body shall mention the charge of proposal evaluation in the document related to the proposal. (4) According to sub-rule (3), while mentioning the weightage, it should be done as follows:-
(a) If the selection quality and cost method of the proposal is adopted, according to the nature and complexity of the work, the technical and financial proposal will be given a total score of one hundred and out of such total score, the total score of the technical proposal will be seventy to ninety and the score of the financial proposal will be from thirty to ten. (b) If the proposal selection quality method, fixed budget method and low cost method will be adopted, the total number of technical proposals should be determined to be 100.
(5) Available at the time of calling for proposals to select a consultant through a fixed budget method bJet should be disclosed in the proposal.
(6) When mentioning the weightage for selecting the consultant in the proposal document, the public body shall mention the appropriate number according to the nature and complexity of the work without exceeding the following limit:-

(8) All the basis of evaluation mentioned in sub-rule (6) should be divided into three sub-basis and the score of that should also be determined.
(9) According to sub-rule (3), when mentioning the weightage, the passing score should also be mentioned.
(10) In the document related to the proposal for the purchase of consulting services, when mentioning the criteria for choosing a consultant, it should be mentioned that the manpower of the work (work in hand) that is being done with a consultant person, firm or company will not be counted during the evaluation of the latest proposal to the same extent.
(11) While evaluating the proposal in accordance with this rule, the evaluation shall be done only on the basis of the division made according to sub-rule (8) and the calculation thereof.
