According to section 5 of the Act, the proposer who wants to implement a proposal shall submit fifteen copies of the report prepared in accordance with rule 7 and the recommendation of the relevant village development committee or municipality and submit the proposal to the relevant body for approval. However, when submitting the supplementary environmental impact assessment report for approval, the proponent must also attach the recommendation of the relevant village development committee or municipality of the affected area.
