Rule 11A
Special arrangements regarding proposal scoping, report preparation and approval

(1) Regardless of what is written elsewhere in this regulation, scoping of proposals related to projects of national pride, projects related to the management of national calamities or natural disasters, or plans, projects or programs determined to be implemented immediately by the Government of Nepal, preparing reports and The work of accepting the proposal should be completed within the following time period:-
(a) Seven days for taking suggestions as per sub-rule (1) of rule 4,
(b) seven days for giving opinion in accordance with sub-rule (2) of rule 4,
(c) In accordance with sub-rule (2) of rule 7, the work of suggesting opinions and publishing information, seven days (d) According to sub-rule (1) of Rule 11, five days for accepting the proposal or sending the report for accepting the proposal,
(e) According to sub-rule (2) of Rule 11, seven days for publication of information for taking opinion suggestions,
(f) 10 days to suggest opinion according to sub-rule (3) of rule 11 (g) According to sub-rule (5) of Rule 11, twenty days for giving approval to the proposal. Explanation:- For the purpose of this rule, -
(a) "Project of National Pride" means the projects designated by the Government of Nepal as projects of national pride.
(b) "Projects related to disaster or natural disaster management" shall mean a plan, project or program designated by the Ministry related to the proposal as a project related to disaster or natural disaster management.
(2) According to sub-rule (1), if the ministry concerned with the proposal designates a project as a project related to disaster or natural calamity, it shall inform the ministry thereof.
