Rule 81
Proposer's touch
(1) If the quality and cost method is adopted to select the proposal, the evaluation committee shall evaluate the technical and financial proposal as follows and select the successful bidder:-
(a) After multiplying the score of the technical proposal of the bidder to be evaluated by the weightage allocated for the technical proposal, the result obtained by dividing the product by one hundred will be the net score of the technical proposal.
(b) Among the successful proposals from the evaluation of the technical proposal, the result obtained by multiplying the result obtained by multiplying the number assigned for the financial proposal and dividing it by the acceptance score of the proposer will be the net score of the financial proposal.
(c) In the joint evaluation of the technical proposal and the financial proposal, the proposal with the highest score will be selected. Example: (1) Total weightage allotted to technical proposal 580 Marks obtained in technical proposal by the proposers A, B and C securing prescribed pass marks:-



(3) If a fixed budget method is adopted to select the proposal, the evaluation committee shall cancel the proposal whose cost exceeds the limit of such budget according to clause (c) of sub-section (1) of section 35 of the Act and the technical proposal within the limit of such budget shall be rejected.The proposal of the proposer with the highest score should be chosen.
(4) If the lowest cost method is adopted to select the proposal, the evaluation committee shall choose the proposal of the proposer with the lowest cost among the proposers who obtain the minimum score determined to be successful in the technical proposal according to clause (d) of subsection (1) of section 35 of the Act.
(5) If there is a need to negotiate with the proposed bidder who has been selected according to this rule, the public body shall "give notice to such bidder within seven days of the selection of the proposal, stating the date, time and place to come and open the negotiation.
(6) According to sub-rule (5), when the proposer is called for negotiations, seven days should be given in the case of a national level proposal and fifteen days in the case of an international level proposal.
(7) According to Section 3D of the Act, the consultant who enters into the contract shall submit the professional liability insurance (Professional Liability Insurance) to the public body covering the total amount of the contract within thirty days of the contract.
(8) If the consultant who enters into the contract according to this regulation does not file the professional liability insurance within the period according to sub-rule (7), the public body shall terminate such purchase contract and blacklist him and recommend to the relevant body.
