: Since it is desirable to prohibit the employment of children in call factories, mines or other such risky work and to make necessary arrangements regarding the health, safety and services and facilities of children when they are employed in other jobs, Parliament has made this Act in the thirty-ninth year of the reign of Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
