- Since it is desirable to protect the rights of citizens to receive quality health care, to reduce the financial risk of the insured through pre-payment by health insurance and to ensure easy access to health care for the general public by increasing the efficiency and accountability of health care providers, the Constitution of Nepal The Legislature-Parliament as per clause (1) of Article 296 has made this Act.
