: There is a constitutional provision that no loan shall be taken or guaranteed by the Government of Nepal except in accordance with law, and for the purpose of the development work of Nepal, the Government of Nepal may take loans from time to time by keeping the reserve fund or other government funds as collateral, and the guarantee shall be such that the expenses of such funds shall be charged. Since it is desirable to provide the right to give, this Act has been framed with the advice and consent of the National Panchayat from Shri 5th Maharajadhiraj Mahendra Veer Bikram Shahdev.
