(1) The government of Nepal shall publish a notice in the Nepal Gazette and collect a commission at the rate specified in the same notice for the guarantee given under sub-section (1) of section 4.

(2) In sub-section (1) Regardless of what is written, the Government of Nepal may exempt or waive the commission as per that sub-section in whole or in part.
