- Since it is desirable to control black market, profiteering, hoarding, adulteration and some other social crimes in order to maintain the health, convenience and financial interests of the general public, this Act has been made with the advice and consent of the National Panchayat from Shri 5th Maharajadhiraj Birendra Bir Bikram Shahdev.
