- Since it is desirable to maintain a proper level of grain material in order to prevent undesirable adulteration of grain material and not to reduce or diminish any natural quality or utility in grain material, this Act has been made with the advice and consent of the National Panchayat from Shri 5th Maharaj Adhiraj Birendra Bir Vikram Shahdev.
