: To develop and expand Nepal's civil aviation and to ensure safe, regular, standard operation of air flight, air communication, air navigation and air transportation services for national and international air connectivity. And since it is desirable to make arrangements for the establishment and operation of the Nepal Civil Aviation Authority to make it effective, Parliament has made this Act in the twenty-fifth year of the reign of Shri 5th Maharaj Adhiraj Birendra Bir Bikram Shahdev.
