: In order to create a just, peaceful and safe society and maintain the welfare and morals of the general public, since it is desirable to make a legal provision regarding the determination of appropriate punishment for the offender who commits a criminal offense and the execution of such punishment, the Legislature as per clause (1) of Article 296 of the Constitution of Nepal- Parliament has made an Act.
