(1) The owner of every house or land shall manage the rainwater that drains from his house or land by himself.
(2) If there is no arrangement as per sub-section (1), the rain water should be allowed to flow in the direction where it flows naturally. But the water cannot be diverted by making a channel, controlling a wall or diverting it in any other way or by human intervention in such a way as to have an adverse effect on the land on the lower side.
