Rule 7
Preparation of reports for preliminary environmental testing and environmental impact assessment
(1) On the basis of the work list approved as per Rule 5, the proponent shall prepare a preliminary environmental test in the format of Schedule-5 and a report on environmental impact assessment in the format of Schedule-6.
(2) According to sub-rule (1) in relation to the proposal which requires preliminary environmental testing in connection with the preparation of the report, the proposer shall suggest a written opinion to the village development committee or municipality and district development committee where the proposal will be implemented or the concerned person or organization regarding the effect that the implementation of the proposal may have on the environment within the working day. For this, the related village development committee or municipality, district development committee office, school, hospital and health center will prepare a bond by pasting the notice and the corresponding fifteen-day notice should also be published in one of the daily newspapers of the national level. In this way, after the publication of the information, if any opinion suggestions are received in this regard, those opinion suggestions should also be included in the report. However, in connection with the preparation of the environmental impact assessment report, the proponent must organize a public hearing on the proposal in the village development committee or municipal area where the proposal will be implemented, and collect opinions and suggestions.
(3) In the event that the area determination and work list of a proposal have been approved but the environmental impact assessment report has not been submitted, if there is a change in any subject of the proposal, the proposed subject and its effect must be included in the environmental impact assessment report and submitted.
