Rule 76
How to evaluate a technical proposal
(1) While evaluating the technical proposal, each member of the evaluation committee shall determine the score obtained by the proposer by evaluating it according to the basis mentioned in sub-rule (6) of rule 71.
(1A) The evaluation committee may form a three-member subcommittee with relevant experts to assist in evaluating the technical proposal.
(2) After the marks are determined according to sub-rule (1), the marks provided by each member of the committee shall be calculated and the average marks obtained by the said committee shall be calculated.
(3) After the evaluation according to sub-rules (1) and (2), the evaluation committee shall prepare a list of the proposers who have received the passing marks as per sub-rule (9) of rule 71.
(4) While preparing the list as per sub-rule (3), it shall be prepared in order starting from the proposer who obtained the highest share.
(5) The evaluation committee shall not open the financial proposal until the evaluation of the technical proposal is completed.
(6) Financial proposals will be opened according to rule 79 only for the proposers who are in the list as per sub-rule (3).
(7) Proposals of proposers who are not included in the list as per sub-rule (3) shall not be opened and returned to the respective proposers.
