(1) Any Nepalese or foreign press or communication related organization in Nepal ………. Names, qualifications and areas of work of their representatives working inside should be sent to the designated authority. However, the Government of Nepal may grant an exemption for the journalists accompanying the heads of foreign countries or heads of government or high-level delegations visiting Nepal or journalists visiting Nepal at the invitation of the Government of Nepal without the need to provide such details for the entire duration of the said visit.
(2) The Government of Nepal may make arrangements to issue press representative certificates to the representatives of press and communication related organizations who send the details as per sub-section (1).
(3) The Government of Nepal may make arrangements to issue temporary press representative certificates for journalists visiting Nepal for a short period of time on national festivals or special occasions.
(4) According to sub-section (2) or (3), a person who wants to get a press representative certificate should submit an application before the designated authority, attaching a copy of the certificate of qualification as specified along with the recommendation of the organization involved in the work. Independent journalists who want to get a press representative certificate can also apply accordingly.
(5) Upon receipt of the application as per sub-section (4), the designated officer may issue a press representative certificate or a temporary press representative certificate to the applicant in the prescribed format after conducting necessary checks on such application.
(6) According to subsection (5), a person who has received a press representative certificate or a temporary press representative certificate may collect news within his work area under the authority of this Act and prevailing laws.
(7) Other provisions regarding press representatives and independent journalists shall be as prescribed.
