(1) Based on the income projection and distribution plan and budget limits determined in accordance with Section 66, there will be a budget and program formulation committee as follows:-
(a) Vice-Chairman or Deputy-Chairman
(b) Members of the village executive and city executive looking at the subject areas - members
(c) Chief Administrative Officer – Member
(d) Head of Planning Division, Department or Branch – Member Secretary
(2) The work, duties and rights of the committee under sub-section (1) shall be as follows:-
(a) Prepare policy and program proposal for the next fiscal year,
(b) Prioritizing the budget and programs within the budget limits given by the committee according to section 66 (c) Prepare the final proposal and submit it to the Executive after making arrangements to discuss the budget and program proposals in a subject-wise manner.
(d) To arrange arrangements to prevent duplication in plans and programs and to maintain mutual consistency and complementarity between plans and programs,
(e) To do other tasks as per the requirement of the local level related to budget and program formulation.
(3) The procedure related to the meeting of the committee as per sub-section (1) shall be as determined by the said committee itself.
