(1) After publication of the list of promotion as per rule 15, for the purpose of rule 16, the candidate who is recommended for promotion shall be placed on the waiting list without being given promotion appointment for thirty five days from the date of publication of the list. If there is no application to the Commission for review of the promotion recommendation, the appointment shall be made in such a way that the seniority of the promoted category is maintained from the thirty-sixth day after the publication of the list.
(2) If an application is received in accordance with Rule 16 on the recommendation for promotion, the seniority date will be fixed as follows:
(a) In case of decision to revise the promotion recommendation according to sub-rule (3) of Rule 16, from the date of publication of the revised list accordingly, and
(b) If the application is rejected or if the previous promotion recommendation is upheld, from the thirty-sixth day from the date of publication of the promotion recommendation for the first time.
