Section 82
Refuse to grant road license

(1) Notwithstanding anything else written in this Act, when granting a road license to operate a transport service on a road, if it is not deemed necessary to grant a road license for another vehicle on the same road, or due to pollution or any other If the authorized officer feels that granting a road license for the purpose of a public vehicle will be detrimental to the public interest, he may refuse to grant a road license in consultation with the management committee.
(2) Taking into account the safety of public vehicles operating transport services on medium routes and long routes, as well as the safety of passengers traveling in them and working employees, the level of public vehicles providing transport services on such routes shall be as prescribed. The authorized officer may refuse to grant a road license to a public vehicle that does not have the prescribed standard to operate transport services on such a road.
