(1) If there is any obstacle in the implementation of the Act, the executive head will present the matter before the board.
(2) If the board determines that there is an obstacle during the study of the matter submitted according to sub-rule (1), it shall request the Government of Nepal to issue an order in accordance with section 19 of the Act including the issue of removing the obstacle.
