Rule 81
Child Welfare Officer

(1) Each local level shall appoint a child welfare officer to respect, protect and promote the rights of children and to perform the work of child protection.
(2) The qualifications of the child welfare officer to be appointed as per sub-rule (1) shall be as follows:-
(a) Nepali citizens,
(b) At least graduation in law or social studies from a recognized university for the municipality or. Experience working in the field of child rights or child protection after obtaining the same degree and having at least proficiency certificate level or equivalent degree for rural municipality and working experience in the field of child rights or child protection,
(c) having attained the age of twenty-one years,
(d) Not found guilty by the court of any criminal charge that appears morally corrupt, (e) Not convicted for the crime of child rights violation and corruption,
(f). No outstanding dues with government and semi-government bodies,
(g) Not being a member of a political party at the time of appointment.
(3) The child welfare officer shall work as a member-secretary of the local child rights committee.
(4) Until the appointment of child welfare officer according to sub-rule (1) or any. In the event that the post is vacant due to any reason, each local level may appoint child welfare officer to the employee who deals with issues related to women and children.
(5) The remuneration, service conditions and facilities of the child welfare officer appointed in the municipality will be the same as the officer level 6th level and the salary service conditions and facilities of the child welfare officer appointed in the rural municipality will be the same as the assistant level 5th level.
