(1) The Board shall be a self-governing and organized body with uninterrupted succession.
(2) The Board shall have a separate seal for the purposes of its proceedings.
(3) The Board may acquire, enjoy, sell or otherwise dispose of movable and immovable property as well as persons.
(4) The Board may file a complaint in its own name as well as a person and may also file a complaint against the Board in the same name.
