Section 5
Functions, Duties and Powers of the Board
The functions, duties and powers of the Board shall be as follows:-
(a) Maintenance of roads,
(b) Collecting fees or other additional fees for using the road in accordance with this Act and collecting fines,
(c) To submit recommendations to the Government of Nepal regarding the determination of road or fuel duties, additional duties and fines for driving vehicles contrary to the prescribed standards,
(d) To give suggestions to the Government of Nepal regarding the determination of customs duties,
(e) Making an integrated annual program for road maintenance,
(f) To provide funds to road agencies for maintenance of roads,
(g) To spend the amount of the prescribed percentage of the duty collected from the road which is collected in accordance with this Act on the maintenance of the said road,
(h) Reconstruction, rehabilitation and upgrading of roads as specified (i) To make a related action plan to minimize the expenses incurred during road maintenance,
(j) Selection and protection of roads based on the prescribed basis,
(k) If there is an agreement between the Government of Nepal and such an entity or organization that the amount required for the maintenance of the road shall be borne by an entity or organization and the Government of Nepal, the Board shall bear the amount to be spent on behalf of the Government of Nepal,
(l) Making road maintenance work effective,
(d) To approve the annual budget and program of the Board (d) To cause other work to be done as specified.

(j) Selection and protection of roads based on the prescribed basis,
(k) If there is an agreement between the Government of Nepal and such an entity or organization that the amount required for the maintenance of the road shall be borne by an entity or organization and the Government of Nepal, the Board shall bear the amount to be spent on behalf of the Government of Nepal,
(l) Making road maintenance work effective,
