Rule 59
Opening of bids
"(1) The head of the public body shall form a committee consisting of at least two members to open the bids or proposals registered in the public body under the coordination of the procurement officer according to Rule 16 and open the bids or proposals at a predetermined time in the hours of the bidder or his representative. But the fact that the bidder or his representative is not present will not hinder the opening of bids or proposals.
(2) Before opening the bids according to sub-rule (1), the public body shall separate the envelopes of the bids received before the deadline, the envelopes of the application for return or revision of the bids and the envelopes of duly registered bids and return the bids received before the deadline to the concerned bidders without opening them. When returning in this way, a report of the open purchase action should be prepared including the transaction, date and time.
(3) After the public body returns the bid according to sub-rule (2), the bidder shall open the envelope of the bid requested to be returned and read the name of such bidder and then open all the envelopes given to amend the bid and read the contents of such envelopes.
(4) After reading the proceedings as per sub-rule (3), the public body shall open the submitted bids in order, after reading the following items of such bids, prepare the receipts thereof and shall get the signature of the bidder or his representative present in such receipts:-
(a) Name and address of the bidder,
(b) Acknowledgment of tender,
(c) If any concession is proposed in the tender, the procedure thereof,
(d) Acknowledgment of the alternative technical specification if offered,
(e) Whether or not the bid is secured,
(f) If there is a difference between the part and the letter, the details of the difference,
(g) whether the tender form (letter of bid) and price schedule (price schedule) is signed by the bidder or his representative or not,
(h) Amounts and transactions mentioned in the bid document that have been corrected or corrected, (i) Kermet orWhether or not the signature of the bidder or his representative in the corrected place,
(h) If the bidder mentions any quality in the bid form, the details of the same and rate details if requested, and
(k) Other necessary matters deemed appropriate by the public body.
(5) According to this rule, at the time of opening of bids, no decision to accept or reject bids can be made.
(6) When opening bids or proposals according to sub-rule (1), rule 31N. and 31ch. If there is a bid or proposal, the outer envelope of the bid or proposal should be opened without opening the financial proposal and kept safe as per Rule 57.
