Rule 46
Instructions for preparation and submission of tenders
”......... When giving instructions for preparation and submission of tenders in the documents related to tenders, the public body may give instructions regarding the following subjects:-
(a) Language in which bids are prepared,
(B) The method of expressing the price according to the International Commercial Terms (Incoterms) used in international trade.
(c) Necessary information about joint ventures,
(d) List of documents to be submitted by the bidder along with the bid,
(e) the number of samples and samples of goods to be submitted by the bidder to the concerned public body,
(f) In the case of purchase of goods, the list of spare parts recommended by the manufacturer of such goods and the balance quantity of each spare part in his possession, the price per unit and the price increase of such spare parts after the expiry of the purchase agreement need not be mentioned,
(g) The manufacturer, country of manufacture, brand, model and catalog number of the goods to be supplied by the bidder should be disclosed in the bid,
(h) Name, position and address of the contact staff appointed by the public body to clarify the matter in case the bidder has to understand anything with the public body regarding the procurement process,
(i) If the bidder has to provide training to the employees of the public body according to the purchase agreement or if the technology has to be transferred to such body, the related matter,
(J1) According to section (4) of sub-section (2) of section 13 of the Act, the technical capacity is not counted,
(h) the authority reserved to the public body to accept or reject the bids filed, and
(k) Other matters deemed necessary by the public body so as not to be contrary to the Act, this regulation and the standard bidding document.
