(1) The local body shall provide the bidders with information related to the bid documents, technical specifications, construction site or other similar matters at least ten days before the last day of submission of bids in the case of notice of national level bid invitation and at least fifteen days in case of notice of international level bid invitation. Can organize a meeting of bidders.
(2) In the meeting according to sub-rule (1), the bidder may raise any question or inquiry related to the procurement process before the local body and such body shall provide the answer to such question or inquiry and minutes of the meeting as soon as possible to all the bidders without mentioning the source of the questioners.
(3) If any technical or commercial aspect of the tender document is found necessary to be modified from the meeting held according to sub-rule (1), the local body shall amend the said document accordingly and send the revised document to all the bidders who purchased the tender document within five days of such meeting. And the manner manipulated in that way will be considered as the base of the bid.
