Rule 52
Meeting prior to submission of bids
(1) The public body may organize a meeting of bidders at least ten days in the case of a national level bid invitation notice and at least fifteen days in the case of an international bid invitation notice before the last day of bid submission to inform the bidders about the bid documents, technical specifications, construction site or other similar matters. However, if the meeting prior to the submission of bids has not been conducted in accordance with the sub-sections (4A) and (4B) of Section 14 of the Act: At least five days in the case of national-level bids and at least seven days in the case of international-level bids to give additional information to the bidders about the matters related to the re-bids. Such a meeting can be organized.
(2) In the meeting according to sub-rule (1), the bidder may raise any question or inquiry related to the procurement process before the public body and such body shall provide the answer to such question or inquiry and minutes of the meeting as soon as possible to all the bidders without mentioning the source of the questioners.
(3) If any technical or commercial aspects of the bidding documents are found necessary to be modified from the meeting held in accordance with sub-rule (1), the public body shall amend the documents accordingly and send the revised documents to all the bidders purchasing the bidding documents within five days of such meeting.
