Rule 58
Bid withdrawal or amendment
(1) In the case of electronic bids or proposals, such bids or proposals can be withdrawn or amended through electronic communication until the deadline for submitting such bids or proposals.
(2) If the bidder or the proposer who submits the bid or proposal by any other means than the electronic bid or proposal as per sub-rule (1) wishes to withdraw or amend the bid or proposal submitted by him/her, sealing twenty-four hours before the end of the deadline for submitting the bid or proposal. Application for return or amendment of bid or proposal should be made by mentioning the following things on the outside of the application envelope:
(a) the subject matter of the bid or proposal, (b) the name and address of the public body or official inviting the bid or proposal, (c) the subject matter of which the bid or proposal is amended or withdrawn, and (d) the date and time of opening of the bid or proposal only. should be opened . Ch 3) Application under sub-rule (2) shall not be given more than once, except in the case of revision of the tender which has already been registered due to revision by the public body itself.
(4) The application as per sub-rule (2) and the bid or proposal once amended cannot be withdrawn.
(5) In the event that the bidder or proposer withdraws or amends the bid or proposal submitted by him, he can only withdraw or amend the bid or proposal through the same means as when submitting the bid or proposal.
(6) If a sealed application envelope as per sub-rule (2) is received, the relevant public body shall keep such envelope safe as per Rule 57.
